- I had to dig in (based on the title) to realize this was emulating or stubbing out the Cloud providers logging interface. I was thinking this was a replacement for Azure Stack Hub SDK or ASDK.

Quite oposite! Microsof is the only cloud provider that publicly releases their cloud binaries. You can run cloud version of MSSQL on your local workstation, without any emulation.
